Shutdown of bundle contexts needs a configurable timeout. Currently its hardcoded to 10s. We should also consider reusing the thread from a successful execution since creating a 100 threads (for example) is fairly expensive.

the extender can have this configured through property shutdown.wait.time (http://tinyurl.com/3je2p3)
