As agreed with the team, we should move the spring-modules folder outside, as a top level project so that adding osgi manifests to existing libraries is simples and outside the purpose of spring/osgi project.
This should simplify the build, avoid confusion and significantly degrees the build time.

It's likely that in the future, we'll be moving to S3 instead of static.springframework.org
